The Central Electricity Regulatory Commission (CERC) on April 27, 2026, issued the Central Electricity Regulatory Commission (Terms and Conditions for Purchase and Sale of Carbon Credit Certificates) Regulations, 2026.
The following has been stated namely: -
• These regulations aim to establish a structured mechanism for trading Carbon Credit Certificates (CCCs) between obligated and non-obligated entities through Power Exchanges or any other mode approved by the Commission under the Carbon Credit Trading Scheme (CCTS).
• These regulations apply to all Carbon Credit Certificates traded on Power Exchanges or through any other mechanism permitted by the Commission in accordance with the CCTS and the provisions of the Power Market Regulations.
• Under these regulations, the Grid Controller of India will act as the official registry for CCC transactions and will develop the required framework for their exchange as per Section 6 of the CCTS 2023, including any future amendments.
This shall come into force on April 27, 2026.
